The Spotlights (Atlas) web part is a pre-configured In Focus web part returning Spotlight items. Each Spotlight is simply a link to existing content either inside or outside of Atlas, but displayed using the same layouts as other Atlas content. Spotlights are also returned dynamically based on the page metadata rather than using for example the Quick Links web part which is static content on each page.
Depending where it is used, the Spotlights web part may only show items which were created in a specific workspace, or items that have been tagged with a specific metadata term.
Users can click on the image or title to go to the linked content, and click the arrows in the top right to let you page through the items:

Creating Spotlight items

Custom configuration
You can customise the layout and query of a Spotlights web part by editing the page, then editing the web part and modifying the configuration options. All the configuration options for In Focus web parts are described in the linked article: Configuration for In Focus web parts
