Atlas contains a new Global Navigation layout called the Mega Menu layout as an alternative to the previous Hover Menu layout.
The key differences are the way the menu is presented to users and the number of levels that can be displayed. You can find out more about the differences in this article: Change the Main Menu / Global Navigation Layout

Change the Global Navigation layout
Tenant Administrators can control whether the Global Navigation is displayed using the Hover or Mega Menu configuration from the Tenant Properties page in the Atlas Configuration workspace, which you can access by following this article: Manage Tenant Properties for Atlas
In the Tenant Properties, scroll down until you find the property Atlas.Header.Navigation.Settings:
Select this property, then scroll back to the top of the page and click Edit to open the editing panel on the right. Set the Value to "MegaMenu" to enable the new behaviour, or set it to "Hover" to use the older behaviour. Click Save at the bottom of the panel to save the change.
You can now see the new behaviour by clearing your Atlas cache from the "My Atlas" button. If you're unsure you can see how to do this from this article: Clear the Atlas Cache
Control "security trimming" behaviour
By default the Global Navigation is security trimmed which means that users do not see links which they do not have access to and would otherwise lead them to an "Access Denied" screen. This can be turned off from the Tenant Properties area, but it is not recommended.
If you're sure you want to do this, first access the Tenant Properties following this article: Manage Tenant Properties for Atlas
In the Tenant Properties, scroll down until you find the property MainNavigationSecurityTrimming:
Select this property, then scroll back to the top of the page and click Edit to open the editing panel on the right. Set the Value to "false" to disable the security trimming, or leave it as "true" to keep it enabled. Click Save at the bottom of the panel to save the change.
You can now see the new behaviour by clearing your Atlas cache from the "My Atlas" button. If you're unsure you can see how to do this from this article: Clear the Atlas Cache
Show different Global Navigation menus to different user groups
If you want to show a different menu to different user groups, this can be configured quite easily in Atlas. First you'll need to create one or more additional term sets under the Atlas Navigation term group, one for each alternative menu you need:
The name of the term group doesn't matter, but you'll need to select the new term group and note the unique identifier from the right hand panel:
Under this term group, add all the navigation nodes you need just as you would for the default navigation. Now that you have the alternative menu ready, go to the Atlas Configuration workspace, Site Contents, then open the Navigation Configuration list. Click New then Navigation Configuration:
Now, fill in the form provided. The Title can be whatever you like but it is best to be descriptive e.g. name it based on who will see this version of the menu. The TermSet ID can be copied from the screen shown above and pasted here. Content Targeting is how you determine the users that will see the menu - ideally you would choose groups here but you can choose individuals if needed. Last, the Order determines the order of the menus if a user sees more than one due to the way you set up the targeting.
Once this is done, click Save in the bottom right of the panel. Finally, you should edit the Atlas Default item in the same list and ensure that you have applied content targeting. While the ordering can be used to show a user multiple menus it is generally recommended to only target one menu to each user, so you'll probably want to apply targeting to the default menu if you add another.
